Photo size rules
Each page quotes the government's own rules, including what it says about editing. Where cropping and resizing are allowed, the page resizes; where they are not, it only checks your file.

We list a rule only after reading it on the government's own page, and some of those pages refuse automated readers. Until then, the resizer takes any numbers you type, and the print sheet does 2 × 2 in and 35 × 45 mm.
